What deposit do foreign residents need for an Israeli mortgage?

Plan on roughly 50% equity as a foreign resident. Israeli banks generally cap foreign-resident lending around half the property value; new olim can reach up to 75% loan-to-value on a sole home.

Can I get mortgage pre-approval before choosing a project?

Yes - an ishur ikroni (approval in principle) is issued against your income file, not against a specific property, and is typically valid for 90 days. We recommend holding one before you negotiate.

Taxes

How much purchase tax will I pay as a non-resident?

Foreign residents pay the investor track from the first shekel - currently 8% up to the threshold and 10% above it. Israeli residents buying a sole home enjoy an exempt bracket at the bottom of the ladder.

Does purchase tax change if I make aliyah before closing?

It can, dramatically. New olim may elect a reduced purchase-tax track once, within the statutory window around aliyah. Whether to use it on this purchase or save it is a calculation to run with a professional before signing.

Payments

How are new-build payments spread over construction?

A typical schedule is 15–20% at signing and the balance in construction-linked stages, with the final payment at key handover. Each payment must be secured by a Sales Law guarantee.

What is the linkage (madad) on construction payments?

The unpaid balance is linked to the building-inputs index, so it grows with construction inflation until you pay it. Negotiating a linkage cap - or front-loading payments when the index runs hot - can save real money.

Do I need an Israeli bank account to buy?

Practically, yes: mortgage disbursement, staged payments and utility setup all run far more smoothly through a local account. Several Israeli banks open accounts for foreign residents remotely with notarized documents.

How do I transfer large sums to Israel for the purchase?

Expect source-of-funds documentation at both ends: your sending bank and the receiving Israeli bank each run their own compliance. Start the declaration file two to three weeks before your first payment date, and compare bank rates against licensed FX brokers.

What does the lawyer's fee cover in a new-build purchase?

Your independent lawyer reviews the contract, verifies land registration and permits, checks the Sales Law guarantees and handles tax filings and registration. Note: the fee you pay the developer's lawyer covers registration work for the developer - it does not make them your representative.

What is a Sales Law (bank) guarantee?

A bank guarantee issued for every payment you make to the developer, so that if the project fails your money is returned. It is the core buyer protection in Israeli new-construction law - never pay a stage that is not secured.
